Title: New Arrival's Tower - Minor Bugs

The quest-giver gnome in the New Arrival's Tower has a description which says Party Size: 2, Level Range: 2, yet when talking to this NPC I received a status message saying the maximum level was 4.

The chest beside him also randomly has a kobold archer portrait.

NPC fixed.

Portrait issue is related to an override you have.

The gnome questgiver in the arrival's tower says that he has a party size of 2, but it's actually a solo quest.
