My PC is Elaine Vadrell. When attempting to apply the new marking fluid upon a PC, nothing seems to happen. The target has tried both accepting and resisting the application to no avail.
I'm unsure if it's kobold related. I'll try it on a non monstrous race as soon as an IC opportunity presents itself.

Did not work for us either last night on two human PCs.
Marking Fluid can be successfully applied to [Subdued] characters at this time.
Although this is not a bug report, ShadowCharlatan also requested that I note how the Marking Fluid effect is removed by subdual and resting, making it virtually impossible to keep applied to those meant to be targeted, even if are willing to comply.
