Problem: Spell: Remove Blindness/Deafness is not working correctly
Issue: The spell is not applying to party members within the radius burst, only to myself. Other burst spells are affecting party members, this spell is very important to group tactics, we had several downed fighters who were blinded, but I couldn't restore them since the spell would only affect myself.
The spell does not have a person per level quota, it applies to all allies within the effect. I believe it is not taking into account the no-party system EFU uses.
