Title: Ray of Enfeeblement not applying strength or expeditious retreat on Undead

I've used animate dead and summon creature multiple times to create Undead creatures who I proceeded to cast ray of enfeeblement on. They rolled a save as per usual and then nothing happened. I have SF and GSF Necromancy, so it should be giving them +3 strength and Expeditious retreat but doesn't.

Wands and scrolls used by a Relic Guardian with GSF necromancy seem to only apply a strength bonus of 1.

Haven't tested it from casting.

When casted by a Sorcerer they are getting the full movespeed buff, but still only +1 strength.

Curiously whilst testing a Lifestealer sorcerer recently, Ray of Enfeeblement never applied a STR bonus to the sorcerer on a successful cast.

I think I fixed the above (I haven't thought of a certain scenario), and for the STR bug on Undead, I think it was meant to be 1 STR per 3 caster levels, so I think it's working as intended. I updated the spell changes thread.
