In Dark Lake - The Shore
There is a deurgar NPC named Hrunpar who offers a quest and has a store. However if you accept the quest, he will no longer be able to show you his store because only his quest dialog appears. After having turned in the quest, he will only respond to attempts at talking with a "well met." preventing access to his store.
