Add an alternate vaults or Lower starting area. Currently only starting areas that let you come into the module is Upper. Don't know why the lower area was removed, but would be cool if it was still an option!
There's no distinction between upper and lower in the year 2017. Lower is in ruins and Sanctuary as a unified city extends to the crossroads. If you don't want to live in Sanctuary (even though it's pretty much open to everyone these days) then you live in the Wilderness Struggle Zone. It should remain this way because the last thing our diminishing playerbase needs is to be encouraged to be more spread apart and removed from the setting.
I defenatly feel like we need a lower sanctuary starting zone..
