Just throwing this out for discussion or otherwise, but the resting timer often proves to be an odd thing that simply causes people to AFK or otherwise sit inactive many times. Perhaps we could revamp the system a little bit and make it more functional somehow?
Ideally I would suggest about a 25% reduction in the timer in general. Secondly, I would suggest that if you are in a safe "haven" area that it simply be ignored or reduced even further, but while you are out and using campsites it could remain.
A second alternative might be more valuable (and heavier) camping equipment? I believe it was in game at one point, but something along the lines of a tent, etc, that might reduce the timer.

This will defenatly help us crush quests faster, and achive lvl 10 much much faster. The stupid monsters stand no chance now'!
I agree with the alternative option.
Notable concern is that certain rogue perks generate valuable items on rest.
Reducing the rest timer would also give advantage to crafters and spellcasters in general.
That said, it is an annoying feature which doesn't really accomplish the purpose of getting people to slow down and talk to each other, or to conserve their resources. NWN's combat engine and consequently efu's quests were all designed with the expectation that getting a fresh loadout of spells would always be easy to do.
That said, I would wish for the rest timer to be increased to up to double the duration, but only if it meant that spells would last maybe 50% longer.
