Because the Vertical Climb zone in REDACTED is disconnected from the rest of the map, it is impossible to get back down once you collect the rope.
Well, you can, but it involves using the rope item on the ground, and then you have to leave behind the rope. Grapple Ropes are ~90 gp, an amount which can exceed the reward of the quest. Also abandoning a rope each time seems a bit silly. So maybe the area needs to be redesigned to take into account the "can't shoot grapple gun at ground" fix.
At the top of the vertical climb zone, you can use the grappling hook shooter on yourself to shoot down. You'll get an error message saying you can't shoot down, but it'll work anyways. Once you climb down, you can pick up the rope.
