Half the time leaving the HOK or House of Governance or transitioning into sanctuary there's a place called @Dream-Uppersanctuary that is entered. Wasn't sure if it was a bug or a feature but there's no way to get into anywhere or out of anywhere except to walk all the way out back to the In Between. No NPCs, all buildings locked, etc.
This also happens when you take off your ring in Final Sanctuary. You end up in
@Dream - Sanctuary - Upper
When i leave townhall i end up in some dark mistfull version of upper. I have to exit to the inbetween ruins to reset it. I have no idea what thats all about. it started today.
