Apparently we aren't supposed to be able to tell if people are touched/lightly afflicted by the withering. The fact that diagnose withering is still in the module is apparently an oversight.

Yes, the purpose of the diagnose withering tool was less intended to see if someone was withered or not, but rather to see exactly what stage. Keep in mind that the tool was implemented when practically everyone was withered.
That said, the tool could still be used. While first stage withering is very light and could easily be misconstrued as having a cold or a general malaise, later stages of withering could and would be far more alarming and would not be misconstrued as something potential harmless but more as zombies or what have you.
I think that a bit of common sense and RP would be of use here. The withering exists on a scale of 1 point (you have it, but have no outward signs whatsoever) to 9999 (you are a putrid, gangrenous, smelly monster with only the very last vestige of humanity remaining).
So someone glowing green might raise an alarm, but first stage withering should only be a single clue that 'something' might be wrong… or might not.
To clarify, touched by the lichess is the first stage?
Yes. You are 'Touched' only. AFAIK, all stages beyond the first carry the Glow.
