Something very screwy going on with the quest here- It seems to have trouble knowing who is taking part in the quest, offers no option to turn it in once it's finished, and likewise the dialogue initiating the quest is incomplete, making it narratively a little confusing as to what is to be achieved.
The quest log is full of errors as well: Error: Blank Journal Entry: 302
Should be fixed.
