While the new chapter has certainly already brought a lot of people back, it might be good to send a mass email via the forums to let people know who haven't checked in for awhile . It's been done a few times in the past
I would prefer to make sure everything is stable, bug-free, and more polished (there is a fair amount of incomplete stuff that I couldn't quite get to before launch) before we start bringing in many more returning or new players. Also factions up and running etc.
