Quest cannot be taken. Is Party size 1-1. No matter what, says party size is not respected.

Now quest can be taken, at least by 1 character, however I could not finish it.
During conversation with merchant Lizabet there's a message in the log that says: "Quest already closed by party, skipping reward." despite I am sure I did not close it before.
