You can succeed the check but it will not carry you to the other side.

This is still an issue and can lead to maximum new player frustration. First of all, none of the grapple checks work so you can't get the loot without using levitation potions, nor will you get your grapple back.
Second of all, if you FAIL the grapple check, that works, and you fall down, to a place you can only climb out of. Just today I had a new player stuck there because there was no way for him to make the climb even when naked and at maximum Climbing.
Can confirm this issue is still in the game.
I can also confirm that this is not the only 'Among the Clouds' area where the grappling gun/hook feature is bugged. In the Air Wolf Temple, you can set a climbing rope, but even if you succeed the check, you will still not be transitioned up to the location where the rope was dropped.
In a place that is highly lethal as that place, where danger is constant and your climbing DCs will be horrendous, that rope may be one character's saving grace and without it, death is all but certain. It may be prudent to install temporary transition bubbles until a fix is found.
