The placeable does not let you take the quest.
Do you mean you cannot enter the area, or the quest itself is not triggering?
I didn't attempt the quest when I found it yesterday, but I didn't see a transition that lead into the quest area while down there.
Yesterday I happened upon this quest and could not locate the transition into the area as well.
