What?: A change to barbarian rage dependency on charisma. Rather than penalizing the character if they have below 10 charisma, have 'always 4' be the baseline, with bonuses still applying if that character hits 12 charisma or higher.
Why?: The class fantasy of 'Barbarian', to me at least, strikes me as a character that prefers brute force, who learn from the pecking order, rather than from an academy where soldiers are trained for at least 16 years (give or take the choice of weaponry given or political climate in which soldiers are required.). It is not a manifestation and expression of self in which others observe (such as charisma), but rather a primal subconscious instinct that comes naturally to someone who's learned the way of combat through more primitive means.
Barbarians feel as though they primarily come from the hard lived (such as wild dwarves), the scorned and exiled (such as half-orcs) and from places of simple technological advancement (hobgoblins, full orcs, ogres, giants, etc), though some exceptions do apply (such as street thugs, fear/hatred taught gladiators, etc). Many of these races are considered ornery to outside cultures, or outright despised for natural inclinations for losing one's temper and being more violence prone. Some are hated simply for their ancestry and their societal norms are different from the civilization they live within, providing plenty of room for learning bad mannerisms, etiquette and other flaws.
Despite being the iconic races in which barbarians are more often portrayed, these races are naturally worse off than the races who don't suffer charisma penalties. Doubly so when it comes to the Half-Orc, who must contend with two penalties for one stat bonus. While they still not make entirely up for the non-penalized races, being able to make use of barbarian rage's normal potency may take a little bit of a sting out of playing a inferior race for the sake of flavor.
This doesn't put current builds at risk. Positive charisma scores still pay-off more than base 10 charisma barbarian rages. This mostly helps races who have a shortcoming in charisma, or intend to play undesirable wretches/cavemen/timid-natured characters.

I don't think these changes should be desirable.
Lest we want an increase of 20(22) Str half-orcs with little to no social skills.
The problem I see with this is that most people who find these kind of builds enjoyable tend to not portray the negatives of the attributes they sacrifice.
