I think a lot of level 6 or 7 max quests could use the party minimum at 2. It will help outcasts/necromancers/druids/subrace players grow without having to worry about being ousted and killed. As well as allow them to gather reasonable supplies and help them along with plots and remaining viable against a hostile environment.
This would really help for people who want to play outcasts or evil that gets hunted easily.
Especially since it gives you a bit more room to advance even when you're not part of a group concept.
