Title: Door to Nowhere

A door int he King's Commons appears to have a nonfunctional transition. See attached image.

The NPC which gave the quest that unlocked that transition no longer appears, it seems - one of these things is the bug. Or maybe feature, and they're an 'ambient' NPC spawn?
