This quest is bugged the journal still reads like the old quest and makes freeing the slaves an option. Also for whatever reason there is an area with slaves. Abala has informed me that in this chapter's edition of the quest you can't complete it by going to the slave quarters. Leaving me to wonder why the slave quarters are even an area at all.
