This NPC takes more money than he asks for when you buy a deck of cards from him.

This deck of cards is also identical to the one you can buy for just 3 coins from the Toyfolly trader, so even right price might be a bit too high.

Addition: Sebastian of the Celestial Cards is the randomly occurring Ticker Square NPC.
