Not sure if it's new or on-going but Doorkeepers weren't shouting for me.

This was the one in the Peerage today.

Borrowing this to confirm with my own attempt. Same doorkeeper in the peerage. approx 1:45 PM EST time /Noon in game time

Paper Boy in Rumor Mill does not make any shouting as well.

After reset, Paper Boy in Rumor Mill works again.
