The Doorkeeper in ring 93 recognizes merchant guild members and lets them make whispers for free.
(The npc can be found in the most upper right chamber of the map "Rings - Chambers of the Doorkeepers")

This should be fixed next reset. Let me know if it's not or if there are other instances of this.
