Title: Nepehzar Quartermaster charges coin rather then favor points for cloak

The Quartermaster Cloak (Drape) charges a significant amount of coin, rather then favor points to purchase. If you inspect the Drape, it is listed as favor points, but a character can only obtain it through coin.
