To make them on par with Ticker Square and Peerage quests, most of which cap out at 6. Especially those in the Mongrelwood...
I would support idea of increasing cap of alms house's quests to level 6.
As for Cornelio ex merchant quest and the fairy dragon one I'd leave them as they are. They seem to me too easy/lack proper risk.
