Title: Duggie Grum dialogue switched with Baliff Jacques

When speaking to Duggie Grum I got the dialogue from Baliff Jacques instead of the quest or any dialogue related to Duggie.

As an update to this. I think it might be an issue for only those with Peerage ties? Maybe this quest was switched to be a Ticker only kinda thing but either way the dialog is certianly switched with another character.
