Harney the Salvager apparently only allows salvage from those who spawn at the Crone. However, there's additional places you can spawn around Lower and still be considered a dyed in the wool Lowerman. I'd like to suggest that those other spawns (The Cathedral, the Ibrandulite Cave, etc.) be allowed in order to access the reward.
