Bards can not use Sound Burst scrolls.

The desc. of spells says it's Bard 2, Cleric 2 spell. Despite that for a pure class bard scroll is marked red and can't be read.

An update to that. It seems that pure class paladins can use Sound Burst scrolls. That's not right.
