I have already stated much on these matters verbally, but allow me to commit them to parchment in a summarized fashion:
1. Immediate Initiatives- Reduce the cost of Voices if the unjust format of citizenship cannot be excised.
- Push the state to expend its surfeit of dinar to begin work on the Rose District.
- Hold bi-monthly Assemblies that the Peoples' Voice shall be heard.
- Demand a degree of accountability to the Janissaries by broadening the right of prosecution.
2. Allotment StandI have been vociferous in my distaste for the current handling of the allotment. I do believe that the Accorded factions are owed a certain stipend, but the even distributions whilst completely ignoring meritorious contributions and obvious failures is untenable.
I would propose:
- Minimum amounts given to the Accord at each Assembly.
- An opportunity for a representative of each to speak of their achievements since last Assembly and their promises by next Assembly.
- An opportunity for a representative from each state institution to do the same.
- An opportunity for individuals to voice their complaints or praise for the Accord; mayhap with a small stipend given to the state for the opportunity to speak.
- A larger portion distributed to the numerous and varied factions of the Rose; I tire of notion that the Al-Sayaadin should be afforded as much as the Banda Rossa or Balladeers.
3. Refugee WelfareIt is my belief that we cannot wait for the Accord or adventuring populace to do right by the refugees which now languish outside of our gates. We must expend state funds and we must encourage the charitable works of independents to see these people taken care of.
I am not so quick to give up on the notion of the Rose District. There are many places which we might salvage the materials necessary; many waylaid settlements and stone ruins underneath the ash. There are ways we may motivate others to give their dinar towards the effort; the promise of commemorate plaques and the naming of the district after the largest donor.
We cannot give up on the expansion of Ephia's Well merely because it is difficult. We cannot whine endlessly that it is "too hard." It is one thing to wish for a thing; it is another matter entirely to achieve it. I am not a woman prone to dreaming without intention to forge fantasy into reality.
As always, it is my intent to hear the counsel of wise individuals, both within the League and otherwise, and I am ever amicable to shifting my perspective at the behest of good arguments.
Ultimately, now is a time for action. Now is a time to sow the seeds of the future, lest we lament our lack of fruit during the reaping. We can start small, but we must start! Elsewise we shall lie in a bed of filth and decay.
Most importantly - most imperatively! - it must be
we who endeavor towards these aims. This is not an effort undertaken by a singular monolith. It is not a song that can be sung by a single voice. It is a Chorus which must be undertaken by every-man. Revolution and change cannot occur in darkened rooms by whispered conspirators; it is sought, it is demanded, it is ushered forth by the deafening roar of the People.
