From a comment IC about 'don't see the balladeers doing much art'. Well, not like they can, in one way. Only Bards get Perform, and Secondary Perform is gone now. Everyone gets Painting. Can everyone get Perform too please? Yes, it does sod all mechanically for anyone who's not a Bard. But it lets people RP being able to play an instrument well, without that music being supernatural.
