Honored Legates,

I have done as you asked and my obligation is complete.

In addition: as requested, I have drafted two documents surrounding the reformation of the Synod, and the matter of the refugees and the desire to decrease their dependency upon the services of Ephia's Well. This is for you to edit or discard as you see fit.

Synod Reformation
The Synod

The Synod is the congregation of The Wheel's most holy company, of those who interpret the holy texts of the last turning and join in faith to kindle a light in darkest night. Their council we turn to when faced with matters beyond the realm of man and into the purview of the Gods. In this way, they are a vital community in the city of Ephia's Well, and a frequent friend of the Palatial Pyramid.

In exchange for the recognition and official sanction of the Palatial Pyramid, the Palatial Pyramid would issue reform in function and hierarchy as such:

- The Legates of Ephia's Well select the Hakem of the Wheel, who is the faithful of the Spoke upon The Stele. In the event of multiple candidates all meeting this description but neither can be agreed by both Legates, the recognized representatives of the Spoke will fill their vote and submit it upon the beginning of a meeting, encouraging them to discuss the matter outside of usual hours and permit them to lobby support.

- Each representative of the Spoke is assigned by the Palatial Pyramid in the absence of a recognized congregation, that should have no less than six faithful of that Spoke. Should this congregation be recognized by Ephia's Well and its members are indeed Voiced, internal contest is permitted to seize the seat.

As there is only eight spokes that Ephia's Well reveres, it is possible to split these decisions down the middle, delegating these roles either by agreement or, if neither can agree, by the toss of a coin:

B'aara
Agaslakku
Izdu
Kula

Block Two
Gellema
Warad
Kalim & Gamil
Urazzir


- Time is precious and as such, each matter should be prepared into a condensed topic and take no more than 10 minutes, at most, to express to the public.

If the topic of the Synod requires immediate action and agree as such, they can vote to affirm the notion, deny it if it does not require action, or to stay, if the topic is important but the fine details should be discussed to better suit the Synod's stance or answer to a matter. This should best occur outside of Synod meeting hours.

- The Synod, in an official capacity, should meet once a month.

 The Refugee Migration

It is suggested that the refugees of Ephia's Well are costing more than what they contribute to the city. It is an affront to B'aara to cast a man to the company of jackals and is found in poor taste by both Legates.

As such:

It is advised that, once these refugees have been hired for labor in Tlonsiyya, it is expressed that we may induct them into citizenship at half the cost of the going rate, in exchange for the fulfillment of their shift in The Arteries, as the actual process of making a citizen is not a literal cost to the state. In this capacity, they have citizenship and re-enter our society, if they so choose, with money earned from Tlonsiyya to invest in our markets and build their futures.

It is entirely possible that they will find Tlonsiyya more agreeable than Ephia's Well, in terms of economic opportunity.

As Tlonsiyya is also a subject of the Sultan, it is ideal that we show favorable conditions to our neighbors.

Thank you for your work. Recent correspondence from Tlonsiyya implies they expect those whom migrate to their city for work to be permanent settlers so I suspect stating that the return of the workers would be expected and welcomed might be perceived as a slight against to Tlonsiyya.

It may simply be better to be silent on this particular topic. The Well has had many visitors from Tlonsiyya who have stayed for varying lengths of time. Some, like District Architect-Acolyte Calliope Faith, have obtained a Voice. Should a labourer decide to return to the Well, it may be an entirely frictionless matter.

Legate Faith,

I agree. Silence is a better answer on this topic, in light of this new information. Permanent residents to Tlonsiyya will lessen their dependency upon us, create opportunities for them and fulfill our obligations with Tlonsiyya. I personally advocate for your suggested course of action.

This is not a matter that requires we measure every grain.

The remaining members of the Synod have grown silent since the death of the Hakem Khalid, though they still exist in the limited capacity. I understand you are also a staunch advocate for this community and hold strong roots to it. If the continuation of the Synod is your expressed interest, I advise to be proactive and finalize how that it will be organized.

The longer it waits, the easier it becomes for someone to take the lead and create friction, should their vision come into conflict with yours.

The matter of the Synod is something I need to give a great amount of thought to. In truth, I am concerned about over reaching on the domain that ought be handled by Speakers.
