write to inform you of the fate Ephia's Well intends for your City of Arslan. You will doubtless have intercepted a variety of sendings on the subject, but
I will lay plainly the deals signed in your absence within our Sublime Pyramid.
Three separate agreements have been granted which will divide responsibilities between the Accords of our Well. I will relay
each by order of their assent into law.

Expansion of Tuition, an understanding with the Astronomers of Q'tolip to allow unfettered access and control to your centers of learning.

The Legates Lhyrian and al-Farisyya hereby decree that the libraries of Arslan will host within a research facility created by the Astronomers of Q'tolip. Allowing them to view all the books given to Ephia's Well by the Tutors of Arslan.
Within this outpost, they are permitted to govern the books alongside the Tutors. In return, the Astronomers of Q'tolip will agree to staff, supervise, and protect the libraries and allow education, and access to unrestricted texts to all those who seek them.
They shall ensure that no texts are taken out of the library or destroyed from the collection, as well as keep record of collection, and keep record of who requested what tome and whether it was approved or declined. No tome shall be restricted unnecessarily, Legates and the Astronomers of Q'tolip have full access to any restricted tomes.
The Astronomers are also tasked with expanding the Shade over the walls of the Sand District, once construction of the wall begins.
Note this next agreement and the intentions therein. Months following the prior arrangement
the Legion also settled on terms for the long-term security of your City in it's capacity as a Satrapy of Ephia's Well.
Ours is a supportive role which will only go
fulfilled at your behest.

Arslan Defense Mandate, an approved framework for
rebuilding Arslan's military capacity within the Legion's command structure.

The Fourth Legion is hereby granted full authorization to redeploy assets from the Northern region to the City of Arslan, under the command of Sergeants Hira Kunus and Abraham Lot.
These officers shall serve in the capacity of an attaché, to advise and provide military counsel to the Bronze-Regent and our newly established Satrapy of Arslan. They shall also assume responsibility for the formation and organization of a local militia.
This auxiliary force shall be raised from Arslan's population and it's surrounding territories. These local militants once trained, shall be formally integrated into the Legion's operational structure under their command and designated as Scarabs, Legion-Recruits.
They shall be provisioned with arms, munitions, and all supplies deemed necessary for their station. Their duties shall encompass basic routine-patrols, the maintenance of civil security, tribute oversight, and the defense of all critical infrastructure designated by the Sublime Pyramid within the City's limits.
These include, but are not limited to, the following: Arslan's Library, it's foremost cultural hub; the Foreign Quarter, where most trade is conducted; and the Mining Quarter, from which the Satrapy has historically drawn the bulk of it's material wealth.
All forces deployed or trained within the city shall be quartered within the barracks seized from Kha'esh during the Liberation of Arslan, which shall remain leased as a permanent Legion headquarters within Arslan.
Pending joint signatures of both Legates, this enduring presence shall stand as a guarantor of the Satrapy's continued stability and its integration into Ephian society.
Within the
coming months I pray our
attaché will make the journey south to assist you in maintaining your wider governance of the City; which
may soon come under threat. This prospect you will already be aware of given announcements made public, but I shall relay
the agreement signed in full
for your scrutiny.

your City to the Cinquefoil Rose as their private fief.

The Governor of Arslan is an Ephian official appointed to represent the ruling powers of Ephia's Well within the subordinate Satrapy of Arslan. Their responsibilities include observing Arslani law, managing administration, overseeing relations, subduing resistance, and maintaining control of the Satrapy.

The Governor of Arslan is normally picked from experienced war-veterans employed by the Cinquefoil Rose. And only in the absence of valid candidates may others be picked. The Governor of Arslan is permitted to keep 20% of profits of the Emerald Mines, and is paid a wage for their service to the City of Ephia's Well.
While not immediately discernible, the terms by which your Suzerain is chosen
cedes all control to the
Cinquefoil Rose, as well as the powers abused during prior occupation.
Powers granted to the Governor contradict your rights, and our ability to supplement your rule. Therefore,
I will offer reassurance.
The Fourth Legion recognizes no authority within Arslan save those who raised the Heron above the city's great Gate.
Yourself and your
fellow Tutors. Should
any tributes or revenues be demanded of you by the Sublime Pyramid
we will see them directly to the State coffers and free of any intrepid Vultures who might dare take to corruption.
The
last wishes of my late Lieutenant were for Arslan to be free of Jackals, Kha'eshi or otherwise. I will not forgo them. If you require any further aid I will do what I can to provide relief.
