In the interests of proper government documentation, I write to you to request a full record of Licence Sales provided by the Astronomers of Q'tolip, and a list of all current Licence Holders including those who may have been granted de-facto licensed status via the dubiously real 'organizational licences'.
As the Tower has been the licensing body for some time now, I presume these records are well organized and carefully catalogued and that gathering and presenting them should not take long at all.
