Just like how you have a private question thread in the DM questions section perhaps a private suggestion thread would be very beneficial where only the DM and the player can see the suggestion. This would be very very good for suggestions regarding:
-Faction HQ Changes
-Quest Changes
-Anything involving spoilers really
Forgot to mention that this could also prevent from spoiling ambient and base changes. So not everyone knows what to expect is changed in a base, or how a place might be altered until they found out IGly

You mean Private Suggestion Forum, I think; consider editing the name of this thread.
My thoughts are that it is entirely unnecessary. Dubious or confidential topics can already be broached in the private discussion forum you mentioned, which already sees use above and beyond conventional questions.
A notice directing individuals to go here (http://www.efupw.com/forums/forumdisplay.php?f=121) with potential spoilers might be something worth writing, though.
Unless it would cause forum bulk (or whatever) I don't see why not. Make it a subforum of the suggestion forum. Not unnecessary at all considering how many suggestions I've made in the past that contained spoilers but didn't fit into any other forum. If people are THAT worried about there being another subforum, just turn the private bug subforum into a private bug and suggestion subforum.
