This was experienced by a few people. When climbing with ropes in this area you can climb down but when climbing up the character is not transported to the top. The check is made, the emote says you climb up, but you do not. It was done on three different ropes on different cliff locations of different cliffs. Climbing up with the player tool and with a climbing claw are still functional.
I've had this happen, but have it be the opposite. I've gone to climb down, and while I get the message the climb was successful and I can see the roll passed, I still end up not going down.
The above is a NWN bug I believe. If you click the placeable a second time you will be transported down.
Its not actually the case in this one - it does teleport you, just not to the top of the top of the cliff
