It doesn't have to be that a PC that fell in the hardcore prelude can't respawn, but the corpse, or corpse handle of such PC be removed, and such PC be sent to the retirement area. It would be consistent with the current hardcore prelude this way, and it does not interfere with regular respawns from the part of a level-2/3 player who has completed his/her prelude.
