If we can get a bell in the Herald's office for civil servants, it'd be pretty cool. As well, if there can be a five minute delay while the person who rang the bell gets messages like 'clerks process your paperwork' and 'you're asked to fill out certain forms regarding the nature of your visit' and perhaps the dreaded 'you've been discovered to have not paid your taxes but another clerk contests it while you stand there helplessly' would be pretty sweet.

You don't need to spend 10 gp to get ahold of a SG agent, Society member, Mausoleum Scribe, etc...
I don't see why you should to get a clerk's attention...in their own office.
It has been pretty silly getting a sending asking for a Clerk when I'm literally a door away twice this afternoon. I would think if the Sending Herald had half a brain, they'd just say "oh there's a clerk upstairs and you could just knock on that door if you really want".
This would be nice.
