Just a minor suggestion. I've been digging real deep into several kobold source books and I've noticed some things that many people seem to agree on that aren't on the sub race which is present here.
Dark vision- Kobolds' eyes don't gleam in the light but literally glow. This makes them able to see just as well in the pitch black as the creatures in the underdark.
light sensitivity- Their vision is so good that it is also a weakness. Direct sun light affects them just as any underdark race.
plus one or two on craft- A kobold's natural affinity to traps and the like is almost unmatched by any other race. Apparently it is almost an obsession and a kobold can work on a single trap for weeks nonstop as to get it perfectly right.
I believe the plus two on search could be changed to the stone cunning ability that dwarves have. It says a team of kobolds can move into a cave or ruin before the rest of the tribe and come out in a few days with a completely mental map of the place scaled to the inch. But it mentions nothing of it extending to anything other than caves, ruins, or other subterranean areas.
Now, none of this is really needed and is very optional. I just threw it up as a notice that changes could be made to better fit the subrace stats with the race's abilities. The only thing I do notice that -is- strange has to be the -2 on con. kobolds actually get +2 on con because of their extreme resilience to disease and can live in just about any environment. From the coldest mountain peaks to the deepest steamy jungles. If not change the con maybe give them the resist disease feat or even immunity. They can eat just about anything and almost never get sick.
Kobolds (and goblins) are meant to be gimped.
Light sensitivity is a pain in the ass to script, I imagine, with plenty of variables to existing areas. The subrace abilities we use are those listed in FR handbooks, though I don't have mine on-hand at the moment.
Listen to the man. I know him IRL. He's slightly obsessed, and lives on top of a mountain with no girlfriend. I, on the other hand, and just bored and live in the middle of nowhere with no girlfriend. Big difference.
The only thing that boggles my mind is the -2 on con. I know one certain book says that is the right stat (Slayer's guide other minor sources say other differently) but it just doesn't make sense. To put it in other terms. . it is like talking about how strong the orcish race is and then giving them a -2 on str. The books go for pages on the hardiness of kobolds that match that of dwarves and gnomes.

I think it would be an interesting approach to give them -2 on con but then give them the resist disease feat. -2 con because they are little critters and +4 on disease saves because they are naturally resistant to it.
Goblins are little critters too, and don't get negative to anything but that which represents how gods damned ugly they are.
actually, it speaks of their hardiness -and- amazing disease resistance. so, the con change and the dark vision are the two things that don't seem far fetched at all. Plausible change?
Please remove Con reduction, or give Resist disease feat.
