Title: Watchman background Broken

The Watchman background isn't giving my character, Robert Tilven, the level 5 bonus to the Watchman background: Cleave.
I have reset the perk several times, relogged and changed areas. I however am receiving both the level 1 and level 8 bonuses.

Background confirmed to give the cleave feat. No bug there.
