This particular one is probably not a huge error, but I thought I would mention it just in case. When you are in the Blackout Room from subdual, you get the message that you are safe from the Withering there. I can't really see it being all that exploitable but I thought I'd mention it!
the QA for the Freedom Portal Quest down the Lower is safe from withering as well.
