Insofar as I am aware, waiting outside of a QA is frowned upon. If you find a quest you want to do is taken, you should move on in all cases.

If there is some specific issue, feel free to come to the DM's. Camping a quest area directly outside is, indeed, very much unacceptable.

There may be ways and reasons to follow up and know that some did indeed go to that area and prepare for their return somewhere. One of these ways should not be by seeing names from quest giver placeable.

Or if you ICly know that the person you are hunting has gone there (not by clicking the ooc quest bubble) you can ask a DM to secretly put you inside of the quest to catch your victim :)

It is completely legal to PvP outside quest areas if you happen to stumble upon PCs in the area.

This is correct. The quest bubble information alerting you to someone taking a quest is OOC. If your enemies are in the quest, just move along and do something else.
