Bug: Elf domain power does absolutely nothing. Alignment and deity checked, no spell failure.
Speculation of cause: on PC creation, I wrote under sub race: 'Moon Elf'.
I ask kindly if any DM can help me with this, or if the system is broken I would like to know.

You need to set up domain abilities through the player tools menu, as you would set up 'control companion' for example. Otherwise they do nothing. Also, as Elven deities are unresponsive, this should still not work and if it does then you should not be using it :)
Cleric's of Shevarash should be able to use this domain power, correct?

They should be able to, yes :)
Clerics of Shevarash would need to access the radial menu and set up the player tool as I suggested, regardless. It will not work if it isn't used via the player tool.
