I recall seeing the 'accepted use' of this ability in the old forums or website, but can't find it here.
What is the accepted use of Speak Without Sound for EfU? Using Tells? Marking plain chat text? Not using it at all?

So looks like we opted out of using Speak Without Sound because being able to mentally communicate with one person at a time no more than 20 feet away is overpowering...
OK, OK, I get it, it's because there is a potential of meta abuse, lol.
So, with some of the IC reasoning behind it being gone (doesn't work cause we're underground, don't use it or the mind flayers will getcha), is there a change in the stance from the DMs? If there isn't, will there be new documentation on why it doesn't work for GW Hin on the Archipelago? (Course, DMs prerogative that it doesn't work for GW Halflings at ALL in the Faerun they are running. House rules rule.)
And a final plea on reinstating the +1 racial saving throw bonus if Speak Without Sound is removed. Understand Howland's last response in that third link above about trying to curb GW Hin, can we turn GW into an app only race if we're trying to keep the numbers low?
Better yet, perhaps turning it into an App only race can allow for Speak Without Sound because the DMs can be certain to approve apps for GW Hin only for those players they are relatively certain will not abuse the power?
I think we're happy with the current state of things as far as available subraces goes. This is our Realms, not WotC's.

We're really not going to support PC telepathy, but for those of you who like primitive savage halflings, I will mention that we've an entirely new and pretty neat subrace of halflings called the Stargazers who you're welcome to app for.
Just speak with me or another DM to get some basic background on them before you do, so you know what they're about. I'd rather not spoil too much of it publicly.
