To be honest to take that elevator from upper with the current act in place just gets you fined if caught by a watcher or forced to march through danger territories for something that is suppose to be linking to two areas.
I wonder if it is a good suggestion to put a hooded man next to the elevator man to take your rings up so to speak? Or would this be more an iG pursuit thing?
Seems to make more sense than it should. Or, Gould might start to let anyone in and rely on common sense (?).
