Title: Lowerdocks Agent/Ring turn in

Would it be possible to have another agent or NPC to hold onto Sanctuary rings at the docks? Maybe have them charge a fee if need be?

 You can't use the lift unless you have a ring which means you can't use the lift to actually use the docks unless you intend to break the law.

Lift/Docks is a Red Guild thing, mandating turning in your ring when you leave is more of a Black Guild thing.

Seems fine to me.

It'd be great to have an agent at the base. Or maybe the same lift (and its npc's) in the Illusion area of Spellbegger's Lane. That way, it could still be used without wearing one's Sanctuary ring.
