As in you don't need to pay the initial amount to get access to them.
I would say a discount, not the full on. She could say: "Oh I remember your face! Been around here a good bit you. How about this, I cut you half price and you can annoy those in Upper all you want. So long as you pay the girls here."
There should still be an initial payment to anonymous sendings.
I think the entire practice of these relayed sendings often skirts the rules as it is. Making it freely available seems like a bad idea.
