The AC, AB, Spot & Search bonus hasn't applied in any of the areas I've been in thus far, including Bowels of the Machine and Below the Bowels as well as the Waterworks and various other associated places. Tried resetting perk, logging in and out, resting, and a bunch of other stuff. No dice.

Apparently there was an issue with the other perk designed to work like this.
