The dude says he'll pay you for your trouble if all of his cattle die, but doesn't seem to.
Additionally, the cattle are sometimes already dead when you transition in.
Why would he pay you for not saving his cattle? He pays you per survivor, which has worked each time I've done this.

He still says that he'll pay you when you turn it in.
He says he'll pay you, and pay you more if his cattle come out alive.
It seems to me the wolves spawn as soon as the first party member enters the area. Considering lag and loading times, this means wolves can be chewing through the cows before the PCs even know what's going on.
I would suggest having the first wolves spawn farther away or about twenty seconds later.
Or put the Wolf-spawning trigger in the cow's pens, so the PCs can get there and get set up before Wolves come.
The wolves kill the furthest away cows before anyone can ever get to them as well, this would fall under the wolves spawning too early or close to the cows.
Maybe the cows are ment to die?
