I tried to do so, just curious if it would work. So I used my part-filled regular healing, targetting a newly found, empty masterwork healing kit.
It resulted in no change to my regular healing kit, and a deleted masterwork kit. Is this expected behaviour?

You can consume targeted healing kit, to take all of it's herbs into current one, just like you can use healing kit on herbs to consume and put them into the healing kit.
So in short, yes. It is intentional.
