Small idea to make stealth a little more sensible and less prone to casual intentional or accident rule breaking in general.
1) Anytime you activate stealth toggle you get a -10 stealth penalty which reduces by 2 every round for 5 rounds
2) Remove the stealth penalty from using vanishing smoke, the above penalty would apply instead as in most cases
3) Speaking while stealthed retriggers this stealth penalty
4) Using stealth while inside a darkness effect will not trigger this penalty
As another side benefit this would also significantly bring down the power of HIPS just in case someone wants to approve a shadow dancer or something some day.
