Im going inverse of you. Im now playing a bit, at Island of Thain, just because is "for newbies" and dont have the tension and calculate risks that have in EFU:A. All what you said, happen and can be resolved IG. If you are disarming a trap and a mad party goes to rush, emote you helpless and angry IG, if a player get the best item, debate it IG and try survive too. EFU:A is low level hard feelings server, tense and volatile. Players have to choice live a long life or a memorable death.
The challenge isnt go to lvl 9/10, is survive past lvl 7, when you must get something more than simple questing and suplies, you must resolve the question: what to do now? Involve and invest time and funny to do better for the players and the server, maybe create a crisis or be a trader or what else.  
occ: to bad pickpock isnt allowed, it will make more conflicts. Just allow pick pocket and allow check inventory. the power of brute force will vanish. Someone have a item that you want? Hire a rogue.

In EFU, I always read too much about "overpowered" and "balanced" but nothing about what is the "reference".  Is a secret or a unknown point ? The classes and races are diferent as is, this is the most actrative and inteligent feature of NWN, the diversity and the possiblity of harmony, to party complementaty skill and feats. It's Faerun not Nemedia.

1. light wood spears for halfings, 1D8 x2 piercing, but can random break in fight and damage who wield it.

2. cursed stuff that makes user a ghost, silent and invisible, and cant do or take damage, or actions (open doors, use itens, etc) for one night IG.

3. diseases that makes fever with effect of tremours and pain or paralization of one arm/hand (unable to wield a shield or a weapon) or one leg/foot ( walk like encubered)

Maybe spare coins and time for trainning with npc instructors and get points in skills are an ancient RPG formula, from MUD times, where players get have diferent XP/TP points for levels and for technics and skills.
But is an ideia to by pass some limitations around the nwn game mechanics, server levels/bab restrictions and create new things like 'stones bonus' for skills, feats, etc. not from random luck loot or from DooMs gifts.

Not necessary -permanent- maybe like a magic weapon or some adicional damage, with till reset effect or skill point bonus, an opportunity to RP training, a weapon bonus some reward

Event Horizon.
As near you push it, fast a tale can be made.

Efu isn't a action server is a story server, with boards for tellers and criative players.

A Faerun social labs where with dense spice, some characters are immortals, been keeped into the Server Story.

Really, EFU players don't need powers to defeact a dragon or unbeatable pvp all.

A real sense of mortality, limits and duty is the wise spice for a server.

A bellow level 11 cap sustain the mechanics for a balanced server and caped +4 AB/AC/skill/damage and few feat stuff makes the tide in order.

For control, i suggest a brand of monthly statistical pages: levels, stats, feats, classes, HP, AB, AC and quests.

Is Efu becoming a high-HP/high-buff server ?

And will eliminate the find-in-where-pouch-is-it sindrome that cause unnecessary open-represent-close-inventory loops at will in server.

NO server resets,
only quests resets 24 hours real time cycle.

If 24 hours IG is a good slack of time.
